Circular Letter No. 8/2010
On invitation of Sjakk Tromsø the ECU Board met in Norway on 3 and 4 August 2010. The City of Tromsø and the Norwegian Chess Federation are strongly committing to hosting the Chess Olympiad in 2014.
The Board has prepared the agenda of the forthcoming General Assembly in Khanty-Mansiysk. Attached you will find the invitation and agenda. As it has been announced our General Assembly will take place on 28 September 2010 starting at 10 a. m. The elections are scheduled for the next day from 5 p.m. More details will be known in Khanty-Mansiysk.
We would like to emphasize that according to Art. 8 (c) of the ECU Statutes member federations who are in arrears with their ECU dues for a period exceeding six months automatically lose their vote at the General Assembly.
For the purpose of completing the project of the European Chess Palace, the Agency for construction and Development of Herceg Novi, Montenegro has announced an open competition for the architectonic solution of the future building. Details in Montenegrin language can be found at the ECU Website. The competition runs currently till 6 September 2010. It is not yet decided whether it can be extended in order to translate all technical details into English.
Regarding the bid awarding for the European Championship 2012 the Board has decided to follow the ECU Tournament Rules as amended earlier this year in Rijeka. According to Art. C 2.4 the Board decides on the evaluation. The results will be presented to the General Assembly which is in charge of the award of ECU tournaments and events (Art. 30 (e) of the Statutes).
As there was only one bid and the venues are well known the Board has already awarded the following events:
European Youth Team Championship 2012 to Pardubice, Czech Republic
European Women’s Rapid and Blitz Championship 2012 to Gaziantep, Turkey
European Amateur Championship 2012 to Pardubice, Czech Republic

The next Board meeting for the evaluations of the bids is scheduled in Zurich, Switzerland on 10 September 2010.
