Dear Congress Organiser,
There are a number of important changes that I wish to bring to your attention with relation to FIDE rating.
1) Requirement for National Membership: FIDE regulation B.02.16.1 states that “To be included in the FIDE Rating List, a player must be a member of a national chess Federation.”. The ECF is intent on enforcing this regulation for English players (the enforcement of the regulation for foreign, including other British, players is the responsibility of their own national federation). For reasons set out below it has ceased to be practical to rate only the games of members. Consequently, it is necessary that FIDE rated events be run on the basis of all English players being ECF Members (they can be any category: e.g. Full, Standard, Junior or Northern Membership Scheme). From 1st March 2006 the ECF will only rate events that enforce this regulation. This change was identified in the recent BCF Council mailing, a copy of which went to your organization.
2) The format for submitted results is being changed by FIDE. The consequences of this are as follows:
a) The individual game results of all players in the event have to be included in the submission file sent to FIDE. Previously the results were submitted as a “bundle” (so many games so many rating points) and this permitted results to be withheld.
b) FIDE will charge a rating fee for all players in an event even if they do not achieve a part score. (Under the old scheme, players who did not achieve a part score were not charged for).
3) Due to the introduction of the mandatory membership requirement, the ECF is revising the charging rates.
a) The charging scheme for Swiss congresses will be changed from £60 per event plus £4 per individual rating report to £2 per individual rating report (with no event charge).
b) The charging scheme for all-play-all congresses will be as shown below:
