The objects of this revision of the regulations are to:

• correct certain errors


• simplify them


• clarify them


• improve the regulations


• make them briefer

bold show where there have been changes in intent of the current regulations.
italics show where there has simply been a change in wording.
CAPITALS show where two or more choices are suggested.
Cross-references to previous years have been deleted. These can be returned in the final version.

Comments on changes appear together at the end.

I have not included the section on reports on tournaments 7.0. This is because I am sure the current material is hopelessly out-of-date and belongs with the Rating Regulations. This is really for Casto Abundo to revise.
This draft is for the Agenda for Bled. A revised version will then eventually be put before the General Assembly for their ratification.

In our experience with the Laws of Chess, this will not be the end of it. Further minor corrections and amendments will be required and I hope the final text will be ready for 1 January 2003, to appear on the FIDE website.
