English FIDE Arbiters
Regulation No 3. The Arbiters and Coaches Regulations
Made by the Board of English Chess Federation (ECF) 2006 pursuant to Article 82 of the Articles of Association of English Chess Federation
1. Arbiters
(a) The Board of ECF (“the Board”) shall be responsible on the recommendation of the Director of Home Chess for the appointment of the ECF Chief Arbiter, ECF Senior Arbiters and ECF Arbiters (collectively or individually referred to as “the Arbiter(s)”).
(b) No Arbiter shall be appointed to his or her post unless the Board is satisfied that he or she has previously conducted himself or herself in a manner befitting such appointment and also he or she satisfies all of the following pre-conditions:
(i) Membership of ECF; and
(ii) Possession of Enhanced CRB Disclosure* at the time of appointment; and
(iii) In the case of ECF Arbiters and ECF Senior Arbiters fulfilment of the appropriate qualifications current at the time of appointment, or re-appointment.
(c) The appointment of the ECF Chief Arbiter shall be for a period of one year from the date of the Annual General Meeting of the Federation until the date of the following year’s Annual General Meeting.
(d) The appointment of the ECF Senior Arbiters shall be for life.
(e) The appointments of the ECF Arbiters shall be for a period of three years and may be renewed for successive periods of three years provided that the pre-conditions set out in 1(b) above are satisfied at the time of each such re-appointment.
(f) All such appointments are subject of the right of the Director of Home Chess to suspend an Arbiter from entitlement to such appointment with immediate effect or to revoke such appointment at any time for good cause. Good cause shall include but not be limited to:
(i) The Arbiter ceasing to fulfil any of pre-conditions set out in 1(b) above; or
(ii) Breach by the Arbiter of the ECF Child Protection Policy current at the relevant time; or
(iii) Failure to perform his or her duties in an impartial and responsible manner; or
(iv) Any conduct likely to injure or discredit the reputation of ECF, its events, organisers, participants or sponsors.
(g) The Director of Home Chess shall give written notice with grounds to any Arbiter suspended from entitlement to such appointment and shall give not less than thirty five days written notice with grounds to any Arbiter whose appointment it is intended to revoke and shall consider any written submissions received from the Arbiter within thirty five days of such written notice. If the appointment of the Arbiter is suspended or revoked he or she has a right of appeal to the Board (excluding the Director of Home Chess). The appeal shall at the option of the Arbiter be either a written appeal or a personal hearing. The decision of the Board shall be final.
* For the purposes of this Regulation, the ECF will not accept CRB Enhanced Disclosure Clearances that are more than three years old
Qualifications for the Award of ECF Arbiter and ECF Senior Arbiter Titles Regulations
The regulations for the appointment of ECF Arbiters and ECF Senior Arbiters are set out in “ECF Regulation No 3 The Arbiters and Coaches Regulations”. ECF Arbiters and Senior Arbiters must comply with the requirements set out therein in addition to training and qualification requirements set out below.
After satisfactory completion of such enquiries as the ECF Chief Arbiter deems necessary, he shall put forward the name of the applicant for the title of ECF Arbiter/Senior Arbiter to the ECF Board via the Director of Home Chess for ratification.
Required Qualifications for Arbiters of the English Chess Federation
Responsibility for the training of arbiters in England has been assumed by the Chess Arbiters’ Association (CAA). To become an ECF Arbiter an applicant must:
1. Pass a formal test (the syllabus of which will be set by the CAA);
2. Gain practical experience and work to the satisfaction of at least two ECF Arbiters, one of whom must be an ECF Senior Arbiter.
When these conditions have been met the test result and the written report of the two Arbiters must be sent to the ECF Chief Arbiter.
The title of Arbiter will be valid for three years, subject to compliance with the appropriate ECF Regulations (see above).
From time to time the ECF will seek information about the competence and activity of Chess Arbiters. The validity of the title may be extended for a further period of three years, or the Arbiter may be required to re-take the formal test (item 1) or satisfy experienced arbiters that his or her work is still up to standard (item 2).
Qualifications for Senior Arbiters of the English Chess Federation
The title of ECF Senior Arbiter will be awarded to Arbiters of particular experience and is not restricted to residents of England. No examination is required, but any nomination must be supported by at least three Senior Arbiters and agreed by the ECF Chief Arbiter. This title is held for life, subject to compliance with the appropriate ECF Regulations (see above).
ECF Arbiters
In addition to arbiter qualifications, all ECF arbiters are required to:
1) Hold an Enhanced CRB Clearance, which is less than three years old.
2) Be a member of the English Chess Federation.
Further information on the regulations and qualifications concerning the appointment of ECF arbiters can be found here. The ECF arbiters below have satisfied the ECF arbiter requirements as at 9th January 2009.
The process of confirming CRB clearance is on-going. The most up-to-date list of ECF arbiters can be found here, which is updated regularly as more ECF arbiters are appointed.
How to become an Arbiter
The stages are that you need to attend a course for arbiters, pass the exam, and gain experience at a variety of events. At some of these, you will be assessed by a senior arbiter who, with the arbiter who has worked with you most, will then recommend your name to go to the Chief Arbiter.
If he is satisfied with the reports and you are an ECF Member, your name will then be placed before the ECF Board who will, if they are satisfied, appoint you as an ECF arbiter, subject to you obtaining an Enhanced CRB clearance, for which at this point, the ECF will pay.
Training Arbiters
The following people are experienced and have the necessary skills to run a weekend training course for arbiters in conjunction with the Chief Arbiter and Manager of Arbiters. They are now designated as Training Arbiters.
